Short Biography:
Professor Shrsyung Carl Chang teaches in Department of Social
Welfare at National Chung Cheng University since 1991 and serves
as former chairperson from 2003 to 2007. He is a sociologist whose
research interests are primarily in the field of social and political
theory as well as historical-institutional analysis of social and welfare
policy. Professor Chang initiated and served as the very first and
second President of Taiwanese Association of Community Work and
Community Studies (TACS) from 2008 to2012. He was also the
President of Taiwanese Association for Social Welfare (TASW)
during 2004~2006 and an active member of Taipei Society during
2000~2007.
Professor Chang has an MA from Tunghai University, Taiwan, and a
PhD from State University of New York at Buffalo, U.S.A. Dr. Chang
is the author of The Idea of Social Welfare and Institutions of Social
Security (1996) and is responsible for the Chinese translated edition of
The Founders of Welfare State (1999), both published by Tonson Books,
Taipei. He is also the editor and co-author of Social Justice and
Globalization: Reflection on Social Welfare and Liberalism (2004),
sponsored by Yin Hai-Kuang Foundation and published by Laureate
Publication Inc, Taipei. Revised and expanded version of
Introduction to Social Welfare (2009, 2014) is his most recent book
with co-authors and published by National Open University (ROC.).
Besides his duty as the publisher and chief editor of Journal of
Community Work and Community Studies (ISSN 2223-7240),
Professor Chang was a former member of the editorial Board for
several influential journals in field of social welfare and policy
studies, including Journal of Social Sciences and Philosophy (a
TSSCI Journal published by Research Center for Humanities and
Social Sciences, Academia Sinica), Social Policy and Social Work (a
TSSCI Journal published by Taiwanese Association of Social Policy),
Taiwanese Journal of Social Welfare (a Journal published by
Taiwanese Association of Social Welfare), and Community
Development Journal (Quarterly, an official Journal published by
Social Welfare Department of Interior Ministry, ROC).
